Transmission Permitting Guide

Transmission line siting and permitting is a complex process across the nation. In Utah, there is no single state agency with the primary responsibility for transmission line siting and permitting. Therefore, all the various agencies involved in a specific proposed project need to be contacted to determine the necessary requirements. In addition, since 64 percent of the land in Utah is under federal ownership, coordination with federal agencies regarding permitting requirements is important. Coordination among the various federal, state, and municipal agencies can be difficult, but consultation and communication early in the process can eliminate confusion, redundancy, and make permitting simpler for a developer.

The Office of Energy Development has prepared this guide to outline the process for siting and permitting electrical transmission lines in Utah. This guide is intended to serve as a resource for the benefit of transmission project developers, utilities, landowners, and state regulators.
