    Just months following Governor Herbert's trade mission to Mexico in April 2018, his Office of Energy Development (OED) led a stakeholder visit to Baja California to explore opportunities to export Utah's commodities abroad through the Port of Ensenada. While there, the OED signed an agreement with Baja California's Ministry of Economic Development to advance collaboration.
