The Utah Office of Energy Development (OED) has received Energy Efficiency and Conservation Block Grant (EECBG) funding to provide support for eligible energy efficiency projects to government entities in the State of Utah. 


The purpose of this grant is to install energy efficiency and conservation projects at the local and regional level, to help reduce energy use and carbon emissions.  Applicants can apply for an  energy audit, a retrofit project, or both. About 40% of OED's funding will be allocated to projects in Justice40 areas, as required by federal guidelines. 

Eligibility 

In order to be considered eligible for this grant, an organization must

  1. Be based in the State of Utah. The audit/retrofit project must be done on facilities located in the state of Utah.
  2. Be a local government entity in Utah, who is not eligible for formula funding through the Department of Energy’s EECBG program. Eligible organizations include cities, counties, special districts, and other municipalities as stated above. 
  3. Have a current (within 3 years) energy audit, apply for an audit through Rocky Mountain Power (if within territory), or request an audit as part of their application.
  4. Submit only one grant application per project.

Energy audits are key activities to identify potential energy-saving opportunities in buildings and provide the technical and financial information (e.g., upfront costs, ongoing costs, projected energy savings, return on investment, etc.) that decision-makers need to evaluate and approve energy efficiency, electrification, and grid interactivity retrofits.

Retrofitting existing buildings presents an opportunity to improve the energy performance and operational costs of building assets, including heating, cooling and ventilation (HVAC) systems and equipment, lighting and control systems, and the building envelope, while improving occupant control (such as with grid-interactive technologies). Retrofits also offer a chance to invest in energy-burdened and underinvested areas.
